    The IsfTeH exists to facilitate the International dissemination of knowledge and experience in Telemedicine and eHealth and to provide access to recognised experts in the field worldwide. The seed of the International Society for Telemedicine was planted at the First International Conference on the Medical Aspects of Telemedicine, held in Tromsø, Norway in 1993. A second attempt was made at the Second conference, held at the Mayo Clinic in 1995 in conjunction with the 2nd Mayo Telemedicine Symposium. The Third International Conference on the Medical Aspects of Telemedicine was held in Kobe, Japan in May 1997. ISiTeH’s goal is to promote & support telemedicine/ e health activities worldwide. It is primarily an umbrella for national Telemedicine and eHealth organisations.     The Nenasala Project is one of the projects implemented under the e-Sri Lanka Initiative. Formally known as the “Vishva Gnana Kendra Project (Nenasala)”, ICTA has incorporated it under the “Nenasala” label to introduce several models of the telecentres or knowledge centres to be established in all parts of Sri-Lanka to spread ICT services to the rural and semi-urban population.

    Ministry of Panchayati Raj is responsible for the work of advocacy for and monitoring of the implementation of Constitution (73rd Amendment) Act, 1992 and the Provisions of the Panchayats (Extension to the Scheduled Areas) Act, 1996, hereinafter refer to as said Acts to ensure that the State Panchayati Raj Acts adhere to the provisions of the said Acts and are implemented in letter and spirit. The Ministry, inter-alia, ensures that they hold timely elections, set up State Finance Commissions and implement their recommendations, constitute District Planning Committees and empower them suitably to ensure grass-root level planning to feed into State and Central level Planning effectively. The Ministry ensures that the State Governments/UT Administrations devolve funds, functions and functionaries on the Panchayati Raj Institutions in the spirit of the Constitutional provisions. The Ministry is responsible for formulation and implementation of an Action Plan for seeing PRIs to emerge as “Institutions of Local-Self Government” securing economic development and social justice in their respective areas. The Ministry attaches great importance to the capacity building of elected representatives, officials of PRIs and functionaries involved in the Rural Development Programmes. The Ministry also funds research studies, workshops and seminars for development of Panchayats.
