    Brief Description:

    Punjab Land Records Society is registered under the society act and having office at Directorate of Land Records Jalandhar to formulate strategies, plan, policies to assist state government. The objective of the project is to provide prompt and efficient service of Land and Revenue to public through effective use of Information Technology & Communication. Land is scarce and natural resource regarded as the wealth for the land owner. The social security of the business and its public depends upon the fast and secure way of recording of land titles. Land record keeping is very significant in the present scenario to update and revise the changes done in the ownership due to the scarcity and cost of ownership. Due to agriculture being an essential part of Punjab’s economy accurate and updated land ownership record maintenance is a big challenge.

    Why was the project started:

    A large portion of the state land is agriculture land. Land records are maintained in different prescribed forms registers at village/ tehsil/district levels and consist of various information like cropped area, type of irrigation, crop type, land ownership, record of land transfer, land revenue etc. The data available is huge and the updation of the same is not possible and hence aggregation of record is a cumbersome procedure. Speedy updation of records through the use of IT&C tools will increase the efficiency and reduce hardship for public to get certified copies of their own land records with updated details in shorter and transparent manner. Switch over to IT enabled record keeping system will result in smaller storing facility, quicker record updating and retrieval of record, better security, anywhere availability of data. The vast data stored may also be handy for vital planning and policy making.

    List 5 Innovations of programme/project/initiative:
    1. The tedious registration process has been converted into very simple and friendly process which is transparent and efficient.
    2. The data need not to be copied or duplicated many a times this has reduced the work load of the Govt officials and offered opportunity to resolve the long pending disputes the result was speedy and more accurate data.
    3. All data is digitized and centralized at Tehsil level to provide a faster access to all concern offices to generate required MIS and reports which is significant and useful for better planning and development activity.
    4. Reduced physical storing space and better security of the data. Duplicate data is stored for disaster data recovery.
    5. Availability of land records to public in 5 minutes, with ease, without running behind Patwaris, which earlier used to take 2-3 days.

    List 5 achievements of the programme/project/initiative:
    1. 141 PLRS Fard Kendras rolled out and employing 935 rural unemployed youths.
    2. Land records of 13001 villages computerized in all 20 districts of Punjab, leading to good governance by Punjab Government
    3. 30000 Musavis (Old Maps of land of British period) Digitized in Autocad and scanned and backed up in CDs
    4. Computerised Land records being issued to villagers thru Fard Kendras, which has stopped the harassment of villagers at the hands of Patwaris.
    5. 100% of the rural and urban population covered by Fard Kendras to provide computerized Land Records.

    List 5 Key challenges faced while implementing the project/programme/initiative and how they were overcome:
    1. Huge land record data base which was not uniformly maintained and several forms to be maintained. All data has been digitized by CMS.
    2. Data was not updated regularly and checked in past. Presently all Fard Kendras are updating data on regular basis.
    3. Delay and inhibition from the concern department in sharing information and data.
    4. Infrastructure, connectivity, power etc issues at rural locations and availability of eligible resource.
    5. Availability of basic records for data entry, being in the possession of village Patwari, which was required by him for his daily work also.

    List 5 points on how the Project/Programme/Initiative can serve as a model that can be replicated or adapted by others?
    1. The computerised Fard Kendra connected with data base used as front end for the delivery of service to citizens. This has resulted in decrease of workload of Govt official and faster delivery of services.
    2. The cost of operating the Farad Kendra has been low because of the PPP based model where as the CMS has brought in their expertise in DMS, digitization of the records and improvement in the process which resulted in low operational cost for the department.
    3. With the engagement of CMS as PPP partner the Government official has been freed from the time consuming activities like issuing of certificates collection of taxes and they can do more core activities and enhance productivity. 4. Due to use of ITC as tool for data entry several point duplication of the same data has been avoided which has resulted in faster updation of records and accuracy of the data.
    5. Employment opportunity for village youth resulted in stoppage of brain drain to cities.

    1. The records, once computerized, can be used for other purposes also.
    2. Apart from basic land records, data of crops, cultivation pattern, amount of produce, also computerized.
    3. All the data can be produced in the required MIS format if needed.
    4. Interlinking of land records, crops and registry of documents.
    5. Generation of new registers every 5 years, results in updated new record every 5 years and no need to store old records for years.
