    Brief Description: 
    Auto-DCR is the unique and innovative software product to automate scrutiny of building proposal by reading CAD drawings. • AutoDCR reads CAD drawing and produces scrutiny reports in a few minutes, mapping all the development control rules of the Authority to the drawing entities. • AutoDCR automates the lengthy and cumbersome manual process of checking the development regulations, thus reducing paper work, valuable time and effort of Architect and the Authority. • AutoDCR helps in attaining the e-Governance by supplying all electronic versions of the documents. • AutoDCR helps in standardizing the building drawing plan process. AutoDCR has in-built Process Work Flow System named BPAMS for atomization of the process i.e. proposal file movement, followed for approval of architectural plans. It is designed in different modules, called ‘consoles’, for each step through which the proposal has to flow. • Architect submit the plan put proposal basic data on a CD accepted on Single Window • After initial scrutiny of the documents, a date for site visit of building inspector or concerned officer is notified to Architects and concerned Building Inspectors via SMS. • BPAMS supports Palm interface whereby the visiting building inspector or officer at site will capture site visit report along with photograph on the PDA device. • Ownership, NOC and other documents related to plan approval are scrutinized in BPAMS • Gives control to AutoDCR for drawing based scrutiny • Final Scrutiny reports and MIS reports generated and published

    Today, especially the developing country like India, Municipal Corporations are facing the challenges of rapid urbanization, haphazard development, political interference, poor work culture, eroding accountability and a declining public image due to the increasing gap between service delivery and public expectations. Governments need to align their services to meet with the growing needs of the urbanization, to bring about Simple, Moral, Accountable, Responsive and Transparent Governance. To achieve the above objectives, SoftTech Engineers Pvt Ltd has made extensive research and has strong technology product AutoDCR to help Municipal corporations and urban development authorities deliver a comprehensive set of services to citizens.

    List 5 key achievements of the programme/project:

    1. Uniformity and Standardization of Approval Process : Before the AutoDCR was introduced AE’s were doing the manual scrutiny resulting in confusion and ambiguity among the Architects and AMC officers.
    2. Good Governance : Better Governance Practices followed in AMC ADTP department after AutoDCR implemented.
    3. Better Quality and Faster Services to Applicant & Citizens : Architects and Applicants getting faster Response and transparency in their Approvals.
    4. Accountability : AutoDCR brought more accountability in terms of Responses and Approvals both for AMC and Architect’s resulting in better co-ordination and benefiting citizens.
    5. Increase in Revenue (ADTP Department) : AMC’s TP wing recorded an rise in revenue after AutoDCR implementation.

    List 5 key challenges faced while implementing the programme/project/initiative and how they were overcome:

    1. Administrative Reforms – Involved higher authorities like Municipal Commissioner and ADTP for changes and reforms. Relationship building and Confidence building exercise conducted at the senior staff level.
    2. Resistance to change – System usage and its benefits conveyed to the AMC team through different programs.
    3. Low levels of Awareness -Training for the Architects and Staff conducted in a broader manner.
    4. Infrastructure challenges – We could successfully shift to ISP for Application hosting.
    5. Scope of Work – One of the major challenges in the AMC Implementation, Adapted Scope Control Mechanism.
